RABAT — Morocco and India are moving to strengthen their cooperation in artificial intelligence and digital transformation, with a proposed joint commission expected to focus on language technologies and more accessible digital public services.
The initiative followed discussions held in Rabat on August 24, 2026, between Morocco’s Minister Delegate for Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, and India’s Minister of State for Commerce and Industry and Electronics and Information Technology, Jitin Prasada.
One of the main areas discussed was the development of artificial intelligence tools capable of supporting different languages and dialects. The cooperation could help Morocco expand the use of Darija and Amazigh in digital government services.
AI Designed for Morocco’s Linguistic Diversity
The proposed partnership reflects Morocco’s efforts to develop technology that better responds to the country’s linguistic and cultural diversity.
Officials discussed the possibility of using language technologies, including large language models, to make online administrative services easier for citizens to access and understand.
The discussions also covered cooperation involving Morocco’s JAZARI Institutes, which are part of the country’s developing artificial intelligence ecosystem.
If successfully developed, these tools could help citizens interact with digital public services in languages they use in everyday life, while supporting the wider modernization of public administration.
Cooperation Beyond Artificial Intelligence
The discussions between Rabat and New Delhi also covered digital public infrastructure, digital identity, electronic payments, data governance and professional training.
India has developed large-scale digital platforms for public services, and its experience could provide opportunities for technical cooperation and knowledge exchange with Morocco.
According to India’s Ministry of External Affairs, more than 900 Moroccan nationals have benefited from the Indian Technical and Economic Cooperation (ITEC) programme. The programme provides professional training in areas including information technology, cybersecurity, public administration and other specialized fields.
The two countries have also previously cooperated on digital infrastructure. India’s technical assistance contributed to the development of Morocco’s National Population Register using the Modular Open-Source Identity Platform (MOSIP).
A Growing Partnership
The digital initiative is part of a broader relationship between Morocco and India that includes trade, investment, education, renewable energy, agriculture and industrial cooperation.
During the seventh session of the India-Morocco Joint Commission in August 2026, both countries discussed expanding economic and commercial ties. Bilateral trade reached approximately $4 billion in 2025, according to information released by India’s Press Information Bureau.
The growing cooperation reflects the interest of both countries in expanding partnerships in emerging technologies and developing new opportunities for businesses and institutions.
What Comes Next?
The proposed joint commission on artificial intelligence and language technologies could provide a framework for turning discussions into practical projects.
However, specific implementation timelines, funding arrangements and completed applications have not yet been publicly established in the reporting reviewed for this article.
For Morocco, the opportunity is significant: developing AI systems that recognize the country’s languages could make digital services more inclusive and support the development of local technological expertise.
For India, deeper cooperation with Morocco also strengthens its engagement with a strategic partner in North Africa.
As both countries continue their discussions, the next stage will be translating their shared ambitions into concrete technology projects that benefit citizens and institutions.
