Morocco–U.S. Cooperation Key in Major International Narco-Terrorism Conviction

Strong security cooperation between Morocco and the United States played an important role in dismantling a transnational narco-terrorism network, following the conviction of a Lebanese-Syrian trafficker linked to international drug cartels and armed groups.

A federal jury in Alexandria, Virginia found Antoine Kassis guilty after a five-day trial at the U.S. District Court for the Eastern District of Virginia. Prosecutors said Kassis played a central role in coordinating shipments of cocaine and military-grade weapons between Latin American cartels and militant groups.

The case also highlighted Morocco’s role in the investigation. Authorities noted that one of Kassis’s key associates, Peter Dimitrov Mirchev, was previously arrested in Morocco before being extradited to the United States to face charges linked to weapons trafficking and organized crime.

Investigators say the network sought to exchange large shipments of cocaine from Latin America for weapons destined for the National Liberation Army (ELN). The ELN is designated as a terrorist organization by the United States.

According to court documents, Kassis used contacts connected to the former government of Bashar al‑Assad to facilitate smuggling routes and logistics, including plans to move hundreds of kilograms of cocaine through the Syrian port city of Latakia.

The scheme involved shipping containers disguised as commercial cargo and coordinating financial transfers through international laundering networks. U.S. prosecutors said the criminal operation generated tens of millions of dollars in illicit profits in less than two years.

Officials stressed that Morocco’s security services played a critical role in the broader international effort to dismantle the trafficking network. Cooperation between Moroccan authorities and U.S. agencies, including the Drug Enforcement Administration, enabled investigators to track suspects, disrupt arms trafficking routes, and coordinate arrests across several countries.

The case reflects the long-standing strategic partnership between Morocco and the United States in combating terrorism, organized crime, and international drug trafficking. Law-enforcement collaboration between the two countries has intensified in recent years, focusing on intelligence sharing and joint operations targeting transnational criminal networks.

Following his conviction, Kassis now faces a mandatory minimum sentence of 20 years in prison and up to life imprisonment. His sentencing is scheduled for July 2, when a federal judge will determine the final penalty.

U.S. officials say the successful prosecution underscores the importance of international cooperation, particularly with partners such as Morocco, in confronting global criminal networks that operate across multiple continents.
