King Mohammed VI Urges Parliament to Prioritize Social Justice, Local Development, and National Unity

Rabat, October 10, 2025 (MAP) — His Majesty King Mohammed VI, accompanied by His Royal Highness Crown Prince Moulay El Hassan and His Royal Highness Prince Moulay Rachid, delivered a significant speech before Parliament on Friday at the opening of the first session of the fifth legislative year of the 11th Legislature, outlining His vision for the final year of the current parliamentary term and calling for stronger commitment to social justice, local development, and effective governance.

In His address, the Monarch expressed appreciation for the legislative and oversight work accomplished by Members of Parliament, while urging them to complete ongoing legislative and policy initiatives with seriousness and responsibility during the remainder of their mandate.

“There should be no inconsistency between national flagship projects and social programs,” the King stated, emphasizing that both share the same goal — advancing Morocco’s development and improving citizens’ living conditions across all regions.

Focus on Communication and Accountability

The Sovereign highlighted the importance of accompanying citizens and clarifying government actions, stressing that this responsibility extends beyond the executive branch. It is, first and foremost, the duty of Parliamentarians, who represent the people, but also that of political parties, local councils, the media, and civil society.

“This matter is not the responsibility of the government alone… it is everyone’s responsibility,” the King said, underscoring the need for transparency and shared accountability in governance.

Accelerating Emerging Morocco’s Development

Recalling His 2025 Throne Day Address, HM the King reaffirmed His call to accelerate the march of “Emerging Morocco” through next-generation programs aimed at local development, social equity, and territorial balance.

The Monarch emphasized that achieving social justice and reducing regional disparities are not temporary goals but strategic priorities that must guide all development policies. He called for a change in mentalities and work methods, urging the adoption of a results-oriented culture based on field data and digital innovation.

“The level of local development is the mirror that truly reflects the progress of the emerging, united Morocco we are all seeking to consolidate,” the King affirmed.

Key Development Priorities

His Majesty outlined three main areas for immediate focus:

  1. Supporting Fragile and Mountainous Areas – The King called for a comprehensive public policy tailored to Morocco’s mountainous regions, which make up 30% of the national territory, to ensure their integration and sustainable development.
  2. Harnessing Coastal Potential – He urged the optimal use of sustainable development mechanisms to balance coastal protection and economic growth, promoting a national maritime economy that generates wealth and jobs.
  3. Expanding Emerging Rural Centers – The Monarch called for strengthening rural centers as effective hubs for administrative, social, and economic services, helping to manage urban expansion and reduce inequality between urban and rural areas.

A Call for Unity and Responsibility

Concluding His address, King Mohammed VI urged both the government and Parliament—majority and opposition alike—to work together with integrity, dedication, and a spirit of unity to serve the nation’s best interests.

“Live up to the trust placed in you,” the King declared. “Be worthy of the responsibility falling upon you, and of the integrity, commitment, and self-denial required by the mission of serving the nation.”

Quoting the Holy Quran, His Majesty reminded lawmakers of the moral dimension of their duty:

“Then shall anyone who has done an atom’s weight of good see it; and anyone who has done an atom’s weight of evil shall see it.”

With this speech, HM King Mohammed VI reaffirmed His vision of a just, equitable, and forward-looking Morocco, rooted in unity, solidarity, and shared responsibility among all national institutions.
