Government Launches $3 Billion Royal Aid Program for Severe Weather Victims

Rabat, 12/02/2026 – Following the exceptionally severe weather conditions that have affected the Kingdom over the past two months, particularly in the Gharb Plain and the Loukkos area, His Majesty King Mohammed VI, may God assist Him, in keeping with His constant concern for His citizens and His commitment to safeguarding their security and improving their living conditions, has given His High Instructions to the Government to deploy a comprehensive aid and support program for the benefit of families and populations affected by these adverse weather conditions, and to adopt the necessary regulatory measures required in such circumstances.

In this context, the Head of Government issued a decree declaring these weather events a catastrophic occurrence and designating the municipalities of the four most affected provinces—Larache, Kenitra, Sidi Kacem, and Sidi Sliman—as disaster-stricken areas, according to a statement from the Department of the Head of Government.

Within this framework, the Government has launched a wide-ranging aid and support program with a provisional budget of three billion dirhams (3 MMDH). The program was developed on the basis of a rigorous and comprehensive assessment of the situation on the ground, as well as a precise evaluation of the economic and social repercussions of the severe weather.

The program is structured around the following key pillars:

Housing and income support: Assistance for rehousing, compensation for loss of income, rehabilitation of damaged homes and small businesses, and reconstruction of collapsed houses, with a total allocation of 775 million dirhams.

Emergency and in-kind assistance: Provision of essential goods and reinforcement of emergency interventions in the field to address the immediate and basic needs of the affected populations, amounting to 225 million dirhams.

Support for farmers and livestock breeders: Financial assistance totaling 300 million dirhams to mitigate agricultural and livestock losses.

Infrastructure rehabilitation: Investments of 1.7 billion dirhams dedicated to restoring road and hydro-agricultural infrastructure, as well as repairing essential public utility networks.

His Majesty the King has also instructed the Government to ensure that this program is implemented with exemplary standards, efficiency, and a strong sense of responsibility, enabling citizens in the affected areas to return to normal living conditions as swiftly as possible, the statement emphasized.

It is worth recalling that the exceptional weather conditions that struck the Kingdom led to the flooding of more than 110,000 hectares and the displacement of nearly 188,000 people across the provinces concerned, underscoring the scale of the challenge and the urgency of the response.
