Rabat, October 29, 2025
The Republic of Paraguay has officially materialized its recognition of Morocco’s sovereignty over the Sahara through the announcement of the opening of a Consulate General in the southern provinces of the Kingdom.
This significant diplomatic development was unveiled on Wednesday in Rabat, during a meeting between the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita, and the Minister of Foreign Affairs of the Republic of Paraguay, Rubén Ramírez Lezcano.
During this meeting, the Paraguayan Foreign Minister reaffirmed his country’s steadfast and full support for Morocco’s sovereignty over its Sahara, as well as for the autonomy initiative proposed by the Kingdom in 2007. This initiative, he emphasized, represents “the only serious, credible and realistic basis” for reaching a lasting and peaceful resolution to the regional dispute.
As a tangible expression of this support, Minister Rubén Ramírez Lezcano announced Paraguay’s decision to open a Consulate General in the southern provinces of Morocco. This step, he underlined, constitutes a clear and concrete gesture of solidarity with the Kingdom’s territorial integrity and national unity.
Paraguay’s position is not new. It follows the country’s decision in 2014 to withdraw its recognition of the so-called “SADR,” an entity lacking any legal basis or international legitimacy. Since then, both nations have strengthened their bilateral ties through regular political consultations and joint declarations reaffirming mutual respect and cooperation.
The forthcoming opening of the Paraguayan Consulate General adds to the growing number of diplomatic representations established in Morocco’s southern provinces—an evolution that underscores increasing international acknowledgment, particularly within Latin America, of the Kingdom’s sovereignty over its Sahara.
This decision marks a new chapter in Moroccan-Paraguayan relations, reflecting the deep bonds of friendship and the shared commitment of both nations to principles of unity, stability, and constructive partnership.
