
Moscow – Morocco’s Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, led the Kingdom’s delegation at the 13th International Meeting of High Representatives for Security Issues, held in Moscow from May 27 to 29.
Gathering more than 100 nations from across the Global South, the East, and the Commonwealth of Independent States (CIS), this high-level forum brought together key players in international security and intelligence, alongside major regional organizations such as the Collective Security Treaty Organization (CSTO), the Eurasian Economic Union (EAEU), and the Shanghai Cooperation Organization (SCO).
Organized by Russia’s Security Council, the annual meeting—launched in 2010—aims to promote collective strategies to counter emerging global threats and reinforce international peace and security. This year’s event was chaired by Sergei Shoigu, Secretary of the Russian Security Council, and included remarks from Russian Foreign Minister Sergei Lavrov and a keynote address by President Vladimir Putin, delivered via videoconference. Putin emphasized the need for a fair global security framework that ensures all nations can protect their sovereignty without compromising the safety of others.
President Putin commended the growing influence of security services from the Eastern and Southern hemispheres, acknowledging their push for equitable global governance and sovereign development paths.
