The recent press statement issued by Algerian authorities alleging the confiscation of diplomatic premises in Morocco has prompted the need for clarity and context regarding these claims.
Contrary to Algerian assertions, the Chancellery and Residence of the former Algerian Embassy in Rabat are not undergoing any confiscation procedure. These premises, generously provided by Moroccan authorities, have not been subject to confiscation. Instead, they continue to be respected and safeguarded by Moroccan authorities, despite Algeria’s unilateral severance of diplomatic relations.
Discussions with Algerian authorities primarily centered around a single unused building adjacent to the Ministry of Foreign Affairs headquarters. This building, along with others, was considered for enlargement purposes in recent years, a process involving diplomatic properties of various nations.
Algerian authorities have been extensively informed and engaged throughout this process, spanning over two years. Multiple official notifications were sent, and the Algerian Consul General in Casablanca was received on numerous occasions. Eight official letters were exchanged, aiming to clarify intentions and foster cooperation.
Acknowledging the Moroccan offer, Algerian authorities indicated an ongoing assessment of asset value and committed to the removal of contents once the sale process concludes, in accordance with diplomatic norms. Additionally, they initiated an expropriation procedure near the People’s Palace in Algiers, affecting the residence of the Moroccan ambassador.
Despite severed diplomatic ties initiated by Algeria in 2021, Morocco upholds its obligations under the Vienna Convention on Diplomatic Relations. Consequently, Algerian properties not utilized for diplomatic purposes no longer enjoy international law privileges but are protected under Moroccan law.
Maintaining neighborly relations and fraternity with Algeria remains a consistent priority for the Kingdom of Morocco. In this spirit, efforts to address the premises issue have been conducted with restraint and without escalation.
In conclusion, Morocco remains steadfast in its commitment to diplomatic norms and bilateral relations, seeking peaceful resolution despite the complexities involved. Clarity and cooperation are essential to navigate through such challenges and uphold the principles of international diplomacy.
