The scope of the US-China talks could be expanded. But the Chinese president is reportedly preparing for the worst. Xi Jinping has issued two nationwide messages in recent weeks, urging people living in China to prepare for “extreme scenarios.” His conclusion was that competition with the United States was intensifying. At the National Security Council two weeks ago, Xi said China “must be prepared to withstand the severe test of strong winds, choppy seas and dangerous storms.”
